Legislation - Does the state have a mandatory helmet law?

9. Does the state have a mandatory helmet law?
If yes, to what ages is it applied?
If no, can localities pass local mandatory helmet laws?

§17C-11A-2. Legislative findings and purpose.
(a) The Legislature hereby finds and declares that:
(b) The purpose of this article is to reduce the incidence of disability and death resulting from injuries incurred in bicycling accidents by requiring that while riding on a bicycle on public roads, public bicycle paths and other public rights-of-way of this state, all bicycle operators and passengers under fifteen years of age wear approved protective bicycle helmets.

This law really needs some additional consideration. Is there a way to bring this up to the state legislature? Becasue last time I checked, people's skulls didn't turn to steel when they turned 15, and adults are equally at risk of injury in a bike/motor vehicle collision.
